2．业绩和资格要求：

1）资质要求：

投标人必须是具有独立法人资格的高压外输泵制造商或代理商。

独立法人资格要求：关境内投标人应提供有效的营业执照、组织机构代码证、税务登记证等。关境外投标人应提供有效的独立法人证明。以证明投标人具有独立法人资格。

代理商要求：如果投标人所投的货物不是投标人自己制造的，投标人应得到货物制造商的同意以及证明其在本次投标中唯一提供该货物的正式授权书。

关境内投标人：压力容器部件的制造商应具备中华人民共和国特种设备制造许可证（压力容器），且证书在有效期内。

关境外投标人：设计商应具备中华人民共和国特种设备设计许可证或美国机械工程师学会认证。

2）财务要求：

关境内投标人：应提供2017-2019年审计机构出具的财务审计报告及经审计的财务报表，包括资产负债表、现金流量表、利润表。

2017-2019年的年平均净资产：不低于等值3500万元人民币；

2017-2019年的年平均资产负债率：小于0.85。

关境外投标人：2017-2019年的年平均净资产：不低于等值3500万元人民币；

2017-2019年的年平均资产负债率：小于0.85。

3）业绩要求：制造商自2010年1月1日至投标截止之日，至少具有1个LNG接收站（规模不小于200万吨/年）的电机驱动LNG高压泵产品（流量不小于340m3/h）供货并成功投用的业绩。

相关证明材料包括：业绩合同关键页复印件（如合同首页、合同签订日期页、交货日期页、双方签字盖章页、供货范围/工作范围描述页、主要技术参数页等关键页面和设备现场调试合格报告（业主、监理等签字），或用户业绩反馈证明（用户盖章或法定代表人签字）。未提供有效证明材料或证明材料数据不足的业绩将视为无效业绩。

4）质量要求：制造商应提供ISO9001质量体系管理认证证书，且证书在有效期内。代理商投标时应提供所代理的产品制造商的ISO证书。

3．有兴趣的合格投标人可通过以下方式获取招标文件：

从 2020年8月5日开始至2020年8月12日止，请登录中国海洋石油集团有限公司采办业务管理与交易系统的招标公告页面进行购买。首次登录必须先进行注册（免费），注册成功后，方可购买招标文件。购买过程必须全程在线操作，线下形式的汇款将不予接受。标书费支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或300美元，售后不退。如未在系统中购买招标文件，不可参加投标。另外，投标人还需要在机电产品招标投标电子交易平台注册成功并通过平台审核。

The first batch shall include concrete embedded sealing rodspiping andflanges , prefabricated accessories，pump barrel，matchingmeasuringinstruments，the first batch shall arrive at Tianjin Port, P.R.China within90days from the date of the signing of the contract. And HP send-out pump,sparesand others as the second batch shall arrive at Tianjin Port, P.R.China nolaterthan May 31, 2021 .

Forgoodsoffered from within PRC customs territory: the goods shall be deliveredin twobatches. 2.              Referencesand Qualification requirement:

1)Qualificationrequirement:

-Biddershall be manufacturer or authorized agent designated by manufacturerwith thequalification of independent legal entity.

Bidderfromwithin the PRC Customs Territory shall provide validbusinesslicense,Organization Code Certificate and tax registration certificateor integrated business license combined above threecertificates. Bidder fromoutside the PRC Customs Territory shall provide validindependent legal entitycertificate.

Ifthegoods (equipment body) is not manufactured by bidder, the bidder shallobtainthe only legal official authority of the manufacturer that the biddercouldprovide the goods for the bid in China.

-For goodsoffered from inside PRC customs territory: Manufacturers of pressure vesselcomponents shall have Manufacturing license of the People's Republic of China(pressure vessel).

For goodsoffered from outside PRC customs territory:Design license of Special EquipmentPeople's Republic of China or ASME Certification (Sub-vendor of design shouldhave the qualification requirements)Manufacturing licenseissued by the speciallicensing office (SELO) of the general administrationof  qualitysupervision, inspection and quarantine within the validityperiod.

2)For goodsoffered from inside PRC customs territory: Biddershall submit 2017-2019 auditedfinancial report issued by auditing agency,including balancesheets, cashflowstatement, profit statement.

Averagenetassets of last three years (from 2017 to 2019): not less than RMB35,000,000Yuan or equivalent;

Averageasset-liabilityratio of last three years (from 2017 to 2019): less than 0.85.

3) The manufactureshould have at least 1 LNG receiving terminal  projects(design capacitynot less than two million tons/year) HP send-out pump（flowcapacitygreater than 340m3/h） supply and successful applicationperformance from January 1,2010.The references shall be testified by proofmaterials.

Theproofmaterials include: copy of key pages of contract (The homepage ofcontract, thesign date page of contract, the delivery date page of contract,the both partiessigned and stamped page of contract, the description page of Goods scope orWork scope, the key pages of main technical parameters) and approvedcommissioning report (signature ofowner and supervisor), or User performancefeedback certificate (seal of useror signature of legal representative). Theperformance without certificationdocuments or insufficient evidence will betreated as invalid performance.

4）Manufacturershallhave the ISO9001 quality management system certification and thecertificate isvalid. The agent shall have the ISO certificate of the productmanufacturer.

3.              Theinterested Bidders may obtain the bidding document byfollowing method: Pleaselogin at CNOOC Procurement Operation System (https://buy.cnooc.com.cn) on thepage of Invitation for bid for purchasing Bidding Document from  , August5th，2020 to August  12nd， 2020. For the first timeof login, a registration (free of charge)isneeded and only after successfulregistration, Bidder can purchase Bidding documentsonline. The whole purchasingprocess must be operated onlineand offline paymentwill not be accepted.
